Franklin was named president of Tyler’s Data & Insights Division in April 2019. Tyler’s Data & Insights Division was created in 2018 after the acquisition of Socrata, an industry leader in open data and data platform solutions for government. Franklin joined Socrata in 2014 as a senior technical program manager. He was promoted through roles with the product team and was named vice president of Product Development in February 2017. Before Socrata, he worked with Microsoft for nine years as a senior program manager lead. He earned a BSBA in finance and operations management from Washington University in St. Louis, Missouri, and a master's degree in Computer Science from its School of Engineering & Applied Science.
