Excellence 2024: Operational Efficiency Solutions

In the digital age, residents expect government services to be accessible online and to deliver the efficiency they receive in other parts of their lives. This dynamic creates a bind for agencies. Budgets are static. Recruitment and retention of staff are difficult. Every hour spent maintaining or battling with an outdated IT system is better spent providing direct services to the public. GovTech needs to do more with less.

Celebrating Excellence in Operational Efficiency

Innovative organizations nationwide are overcoming these challenges and more with the help of solutions from Tyler Technologies. Tyler created the Tyler Excellence Awards to celebrate these inspirational successes. Let’s once again acknowledge the 2024 recipients for Operational Efficiency, announced at the annual Tyler Connect conference.

Bibb County School District, Georgia

District staff members were struggling with cumbersome on-premises database servers and outdated paper route sheets. The IT department had to monitor servers and install updates on individual computers. Meanwhile, the transportation team faced daily routing problems due to the district’s complex road network and evolving student needs. Split schedules, shuttle stops, curb-to-curb service for students with special needs, and other variables added to the challenges.

Bibb County implemented Tyler’s cloud-based Student Transportation solution and Tyler Drive onboard tablets. Moving to the cloud streamlined integration with the district’s other web-based software, including their student information system. New maps and information can be imported, helping staff plan ahead for route changes as the county grows. Students scan their IDs on the Tyler Drive tablets, providing comprehensive ridership data and parent notifications through the My Ride K-12 parent communication app.

The entire transportation process is more efficient, particularly adapting routes in real time for students with special needs. “We make special needs route changes daily, sometimes at the last minute,” said Michael Cheek, transportation software and routing manager. “The bus driver could be on the bus ramp, the route supervisor will make a change, then radio and say, ‘Hey, refresh your tablet,’ and those changes are there on Tyler Drive immediately. They know exactly where to go.”

Lorain County 911, Ohio

Lorain County 911 is the critical communication hub for emergency response across 48 agencies, including 23 fire departments and 14 law enforcement agencies. The agencies cover an area of approximately 923 square miles, evenly split between land and water. They relied on outdated and varied emergency response technology, resulting in high costs, operational inefficiencies, and difficulties sharing data.

To modernize their systems, the county implemented Tyler’s public safety solutions, including Enterprise Public Safety, Enforcement Mobile, and Fire & EMS suite. The results were significant. By moving to a cloud-based solution and deploying tablets, Lorain County dramatically reduced equipment costs. Even volunteer departments are able to fully participate, extending the reach and benefits of the system to more communities and their residents. Real-time tracking helped dispatchers reduce response times and improve services. Data entry processes, data accuracy, and overall reporting have all improved, allowing the agencies to focus more on their core duties.

Fire Chief Jeremy Betsa of Avon Lake Fire Department said, “One simple switch — having addresses, times, numbers, and call information from the dispatchers automatically flow into the reporting system — saved hours of data input every day just for my agency, so it’s exponential throughout the county.”

North Carolina Administrative Office of the Courts

The Administrative Office of the Courts believes that improving operations is not about technology alone but about creating a connected environment that honors access to justice. Its legacy in-house case management system and the dozens of applications they had accumulated no longer served that mission. The systems were unwieldy, expensive, and failed to meet community expectations.

They implemented Tyler’s courts and justice software solutions, including Enterprise Justice, Case Manager, Attorney Manager, eFile and Serve, Guide and File, Portal, Electronic Warrants, and Enforcement Mobile. The cloud-based system delivered a truly integrated and future-focused database and applications. They are now a near-paperless court, and, to date, they have saved more than 11 million sheets of paper and accepted more than 2.7 million electronic filings. The truly connected justice system includes more than 100 integrations that sync with access to real-time information. In addition, by providing the public with easy access to information such as court files and court dates, service is improved, and staff are free to focus on more value-driven work.

“Migrating our data to a scalable, cloud-based environment, as part of our broader eCourts project, has proven to significantly impact how we align Judicial Branch technology with twenty-first century procedures for administering justice,” says Anthony Whitmore, chief technology officer.

Roosevelt City Corporation, Utah

Roosevelt City Corporation manages finances, utilities, and other services for Roosevelt, Utah. Staff members wrestled with archaic software that had not evolved to meet the needs of their community. Routine administrative processes were burdensome and required duplicate data entry, leading to delays and inaccuracies. They needed an alternative.

The city installed Tyler’s ERP Pro software and quickly began to benefit from their new cloud-based solution. Going paperless and managing invoices, grant requests, and other documents digitally saved time and improved accuracy. The time it took to process payables dropped from two days to two hours. Leadership and staff could shift their focus to higher priorities, improving service to residents and optimizing resources.
