North Carolina’s Transition to a Scalable Cloud-Hosted CMS

Chief Technology Officer, Anthony Whitmore, was retired from the North Carolina Administrative Office of the Courts when he was approached with coming back to help decommission the mainframe and transition their case management system to vendor-hosted in the cloud. Despite helping build the platform 30 years ago, he recognized their in-house applications were lacking the integrations needed to scale. The state embraced a strategic shift toward an integrated database through a software-as-a-service environment that supported resources, costs, and efficiency. Whitmore reflects on this decision when he says, “We are so much more robust and scalable than we were two years ago.”
