Using Cloud-Based Solutions to Improve Access in Counties

What if getting a birth certificate was as easy as ordering from Amazon? For many county residents — especially vulnerable populations — it’s not. But it could be.

County governments are uniquely positioned to foster this kind of innovation. Not only do residents increasingly expect it, but agencies must also respond to regulatory changes to provide reliable, equal access to digital government services.

I want to share some thoughts on how cloud-based solutions empower county governments to expand access to their services, remove barriers, and positively impact residents’ lives.

Strengthening Community With Cloud-Based Solutions

Moving digital government to cloud-based solutions provides many benefits. In the cloud, software systems are scalable and have enhanced cybersecurity. Shedding on-premises hardware systems and eliminating the need to install fixes and upgrades at offices across a wide geographic area frees IT staff to prioritize other work.

Cloud-based solutions also allow counties to provide improved service to residents. Basic transactions, appointment scheduling, and other services are accessible to residents anywhere they have internet access. As a result, county staff are more available to help where truly needed, and all residents get what they need faster. Counties that deliver increased access, improved security, and better service strengthen connections with their communities and build trust.

Expanding Access in Muskegon County

The Muskegon County, Michigan, Clerk’s Office has significantly expanded their outreach with a cloud-based solution. While moving their Enterprise Records Management solution to the cloud immediately gained 24/7 monitoring and other cybersecurity improvements, that was just the beginning.

With their data and systems in the cloud, the office started an on-site program at the Muskegon Rescue Center, a local shelter for the unhoused. Agency staff work with this vulnerable population to help them gain access to vital records such as birth certificates, driver’s licenses, and other legal documents. With those documents in hand, unhoused residents can pursue housing, apply for jobs, receive social security benefits, and more.

The success of this monthly program led to similar services being offered at Muskegon Family Care, Goodwill Industries, and the EXIT (Empowering Ex-Offenders in Transition) Program. As a result of moving to the cloud, the Clerk’s Office has increased efficiency, reduced costs, and extended the reach of government services to include marginalized communities.

Access for All

At the heart of this shift is the ability to serve every resident better — whether they’re a homeowner renewing a permit online or an unhoused individual securing the documents needed to rebuild their life. Cloud-based solutions allow agencies to overcome socioeconomic and other obstacles, providing improved access to services and engaging a broader range of residents. They also maximize ROI by reducing costs and increasing efficiency while providing the flexibility to respond to regulatory changes.
