Challenges
Approximately 12,000 customers are served monthly by the Municipal Utilities Department of Chaska, Minnesota. Noel Graczyk, administrative services director, has been with the city for over 30 years and leads the charge to keep the department operating smoothly. The city had three core challenges prior to selecting Tyler’s Enterprise ERP, powered by Munis®, including inconsistent practices, limited resources, and reliance on on-premises filing systems.
“We identified over 20 different types of timecards or time sheets that were being processed manually,” said Graczyk. “We had limited IT resources. It had actually resulted in a loss of our system for a number of days when we had a server fail.”
As a result, residents had delayed access to information, while internal city resources manually updated records.
Solution
The city of Chaska became the first municipality in Minnesota to implement Tyler’s Enterprise ERP solution in 2013. With the adoption of a cloud-based application, the city has streamlined processes for staff and produced immediate support for their community.
Chaska was able to modernize processes by implementing Enterprise ERP, benefiting city departments with employee self-service functionality and increasing community satisfaction by providing online access to customer utility information.
The city of Chaska is a community in constant evolution, requiring its systems and processes to evolve as well. Cloud-based software offers more options for continued groth with the community and gives the city confidence to overcome unforeseen circumstances, such as server failures.
“Using Enterprise ERP as a central repository has been very beneficial to us. It also allowed us to work with other departments to interface with us on an easier basis … both finance and the [utility] department can mutually share [information] back and forth and understand what’s being gathered through the budget process.”
Results
Using Tyler’s Enterprise ERP solution, the city has empowered staff to reduce manual entry and increase efficiency. Utility bills can be accessed through a secure portal and paid online, and staff can take over-the-counter payments using Tyler’s Cashiering application, reducing mailing costs for the city.
Additionally, using a cloud-based solution has minimized disruption in unforeseen circumstances. The COVID-19 pandemic forced many municipalities to install virtual capabilities. Through forward-thinking, the city of Chaska tackled this unexpected event by leveraging functionality within Enterprise ERP. “One of the benefits that we identified in the last year in response to COVID-19 was, by having an ERP system in place, we were able to move to a remote environment.
One of the key things we learned during our implementation as we continued to use Enterprise ERP is identify your subject matter experts and encourage them, train them, and empower them to know how to use this system. They really become advocates and voices to other end users.
