Challenge
Northwest of the San Francisco Bay Area, across the Golden Gate Strait, you’ll find Marin County, California. Marin County attracts many residents due to its desirable climate, family-friendly towns, and convenient access to San Francisco.
Marin County was looking to make a significant upgrade to its legacy enterprise resource planning (ERP) software after spending 10 years on the same version. The county needed an ERP system that addressed key challenges – like eliminating paper timesheets, managing financial processes, and providing employees direct access to important information – via a fully integrated solution designed exclusively for the public sector. It also required a user-friendly solution offering self-service capabilities for employees and vendors.

Solution
Marin County chose Tyler Technologies’ Enterprise ERP software for its ease of use, robust integrations, and out-ofthe-box functionality. The county also chose to implement this solution to manage employee scheduling. Time & Attendancesimplifies payroll processing, time tracking, and benefits accrual tracking, while the Advanced Scheduling module simplifies complex police, fire, and parks and recreation staff scheduling while minimizing labor costs and overtime expenses.

The county was particularly excited about implementing self-service capabilities for employees and vendors. Having previously used a portal with limited functionality, employees are now able to see time accruals for direct reports and themselves, and easily print out tax forms on an as-needed basis.
According to Heather Burton, IT manager at Marin County, the self-service portal will be a game changer for the agency. “The vendor portal is actually a big, big deal. We used to require vendors to email all their stuff into a central point in the Department of Finance, and it could take a while to get new vendor set up,” Burton stated. As a result of the self-service offering, Marin County is empowering vendors by providing a place for them to view bids, submit required forms, review invoices, and check information — while simultaneously delivering the right tools, functionality, and access to data that ensures the best purchasing decisions are made for their organization.
Results
Now, the county uses Tyler’s solutions to manage financial operations, personnel and payroll, time and attendance tracking, and employee self-service access for more than 2,000 employees. With Tyler, the county has been able to:
- Replace paper timesheets with digital versions
- Launch online access portals for employees and vendors to update demographics and tax information, as well as see important details from one location
- Streamline the process of managing employee information such as personal information and wages
- Improve the process for managing time off requests and attendance tracking
